Goes back to the traditional days of the football league. Divisions 1 and 2 had 22 teams and divisions 3 and 4 had 24, hence four up and down between 3 and 4.
Prior to this arrangement which commenced in 1958, there had been a division 3 north and south (no division 4) each with 24 teams but only one promotion place. It had been considered very difficult to achieve promotion. | | | |
