Don't forget the water cannons. Sold off at a £300,000 loss to London Council Tax payers, after Boris discovered he wasn't allowed to use them.

[Edit: the water cannons were actually declared illegal by then Tory Home Secretary Theresa May. Boris bought them for £85,000 from the German police, and then spent more money making them roadworthy - including £32,000 to comply with London's low-emission standards ]

The congestion charge is basically just legalised metropolitan theft, or, if you prefer, a London-based tax on motorists that has little or nothing to do with meaningful decongestion or improving air quality. TfL show how cynical they are by even stating that roads will become 'unusably congested' unless they do Londoners a favour by increasing the charge still further, so clearly the implication is their own scheme doesn't work anyway and is really just about making money. Having a joined-up public transport policy and building an Underground system that isn't both one of the most breakdown-prone and expensive networks in the world might be a place to start. Mind you, that requires politicians with vision and collaborative ambition, who tend to be a teensy weensy bit thin on the ground in what remains of Great Britain.
