Slap on the wrist fines and games behind closed doors are no deterrent. FIFA and UEFA obviously will never do it but they need to say to these countries that disgusting racist behaviour will not be tolerated and if caught you will be thrown out completely of the next qualifying tournament i.e. if it happens in a WC qualifier you will be banned from the next WC qualifying tournament and similarly for the Euros.
