Not sure how the Premiership can decide to not enforce the new rule if it is from the IFAB? Surely the laws of the game must be consistent internationally? How will this effect Champions League games for instance if English teams are used to no enforcement, but Spanish teams are?

Exactly. The rule has been for years that the keeper has to be standing on the line until the moment the ball is kicked, but refs interpret that as they see fit. As we all know, the keeper usually gets away with moving forward a pace or two just before foot connects with ball. |  | | |

I occasionally played in goal for local teams n the 1960s and you weren't allowed to move let alone move forward until the ball was kicked.
Until 1905 the goalkeeper was permitted to move no further than the 6 yard line (the reason we have it).
In 1905, the goal-keeper was required to remain on the goal-line.
In 1930, a footnote was appended to the laws, stating that "the goal-keeper must not move his feet until the penalty kick has been taken"
In 1997, At the taking of a penalty kick, or kicks from the penalty mark, goalkeepers must still remain on the goal line (between the posts), facing the kicker, until the ball is kicked, but may now move laterally along the goal line before the ball is kicked.
2003 The goalkeeper also infringes the Laws if he moves from his goal-line before the ball has been kicked. Referees must ensure that when players infringe this Law appropriate action is taken.
Currently
Rule 14-1-3 tells us: “The opposing goalkeeper shall stand on the goal line, between the goal posts until the ball is kicked. Lateral movement is allowed, but the goalkeeper is not permitted to come off the line by stepping or lunging forward until the ball is in play.” Both of the goalkeeper’s feet must be on the line at the time that you blow the whistle for the kick. The goalkeeper can move to either side, but cannot move forward from the time you blow the whistle to signal the kick until the ball is kicked. |  |

It definitely shouldn’t be a retake if the player misses the goal. And why just the goalkeeper? There should be no stuttering runs, delays, or bollocks designed to fool the goalkeeper, and no players attacking or defence should be in the area. ALL the advantage is with the taker, should score every time. The sad thing for the Scots is that it was such a shit penalty she could have stood three feet behind the line and still saved it. Allowing her a second go after that is criminal. |  |

Why don't they just properly enforce the rules already in existence?
Retake penalties until the keeper stays on their line. Caution players immediately for dissent. Award free kicks when a keeper holds on to the ball too long.
These rules already exist, it's just that referees never enforce them. Doing so is one of the things Rugby does a lot better. |  |
