Maybe it's the big crowds and t.v cameras which make the officials bottle it. Difficult to have any real balls and red card players who are in your face when you are under the spotlight.

"There are lots of things that would work. That isn’t really the issue, as Rs already have tools they can use. The issue is that leagues don’t want refs to use the tools, as they don’t want cards to accumulate or games to have reduced players. What is needed is for leagues to want the behaviour to stop. If they really want the behaviour to stop, then refs can start giving cards under existing Laws. But today players know the refs aren’t giving those cards because the powers that be don’t want them. They may publicly wring their hands from time to time, but the simple reality is that refs do what is expected by those that control their fate, and they aren’t giving cards that the powers that be don’t want"

Or, let me rephrase all that for you in just a few words.

Money rules football, not any organisation.

That is, the powers that be need the money that the tv companies provide and they will not get that if these companies feel that their product is being diluted by players missing owing to suspensions. Take the money out of the equation, ala the '70s and before, and we would not be having this conversation.
