The fourth Official could be used a lot more to help the Ref. If the fourth official decides on extra time, when half the time he is dealing with moans from managers and not watching game, why does the ref point to his watch when dealing with timewasters. |  | | |

The reason the ref points to his watch is to indicate to the offending player that if he is still time wasting in the 96th minute, he may get a yellow card. |  | | |
