Except it wasn't for "footballing reasons", it was entirely political, in that other Arabic/Muslim teams were refusing to play against Israel, especially after 1974, such that Israel eventually had no alternative but to apply to UEFA. (They had even played in Oceania for a bit!)

(Btw, this is not a comment either way on the propriety of Israel's membership of UEFA, though I have to say, a trip to Tel Aviv a few years back remains one of my favourite international aways of all time)
P.S. I would heartily recommend people read up on Israel's qualification campaign for the 1958 World Cup - I once had to cite it to quieten a couple of Taffs who were getting a bit mouthy about their lovely boyos' World Cup exploits:
