Why did we let Willo go? Did he actually want to leave?

I don't think he wanted to leave but QPR would only offer him a 1 year (or was it 2?) deal whereas Spurs offered him a longer contract. I even think it was on slightly less per week but the extra or year or two made it better overall especially as whether he signed again for QPR or Spurs, it was likely to be his last big contract so made sense.
He played for Spurs for 4 years then 27 games for Cambridge before retiring so it was probably the best decision for him.
