It's a mystery to me how everything the new Independent Football Regulator does seems to go completely under the radar.
A new licensing scheme has been proposed that will require clubs to:
"show liquidity to meet their financial commitments and cope with "stress" such as relegation or withdrawal of owner funding. Club liquidity will be monitored on an ongoing basis by the IFR which can also impose measures such as “reducing expenditure or restructuring debt”. (Players not counted as liquid assets as “clubs cannot readily realise their value outside transfer windows”). Clubs must also show evidence of “having meaningfully consulted" with fans."
Seems like a significant development to me but there's nothing about it on any of the major news websites (yet!)
Maybe the financial gurus can pick the bones out of what it might mean for clubs like QPR.

Kind of astounding this hasn't been implemented before...although I assume any club that goes into administration (largely due to cowboy owners), the administrators would need to ensure a new owner/buyer had to show liquidity? |  |

Clive has spoken before about the 24 hour news cycle and the desperate need to find content.
You'd think a significant change to the national sport might at least get a mention somewhere.
Nothing the Independent Football Regulator does seems to get any coverage. Even though the IFR's mission statement on its website says it "has been established to protect and promote the sustainability of English football, for the benefit of fans and the local communities that football clubs serve."
If it exists for the benefit of fans and local communities why doesn't it have any social media accounts?

You’re spot on, Kensal; it’s weird.
On the face of it, these changes would have huge ramifications for the way clubs operate, and the money thrown at players and agents. It would also commit owners to hold dedicated cash reserves in some form of sink fund which presumably massively impacts the valuation of their shares.
Feels like there could be many far reaching effects of such new legislation in the game.
Is there some way in which this is optional or undergoing some elongated implementation phase whereby everyone can ignore it for longer? |  | | |

On the face of it, these changes would have huge ramifications for the way clubs operate, and the money thrown at players and agents. It would also commit owners to hold dedicated cash reserves in some form of sink fund which presumably massively impacts the valuation of their shares.
Feels like there could be many far reaching effects of such new legislation in the game.
Is there some way in which this is optional or undergoing some elongated implementation phase whereby everyone can ignore it for longer? |
At the moment it's just a proposal so it will probably get diluted or reworked out of all recognition once the big money stakeholders get going on it.
It's the complete lack of publicity for these proposals that I think is strange and frankly worrying.
The IFR was brought in for the benefit of the fans and the overall health of the game. So why are they operating in the dark with very little publicity and fan engagement? | | | |

It was setup with an initial budget of £3.5m. pending approval from Parliament for a further £3.5m.
