Radical proposals to overhaul the way English football is run could be backed by new legislation, following a withering parliamentary report criticising the failure to introduce new financial controls and increase the influence of fans.

The culture, media and sport select committee accuses the Football Association, the Premier League and the Football League of a "very disappointing" response to its report published in July 2011, which followed a wide-ranging inquiry into the governance of the game.

Unless there was "clear progress" in 12 months on those measures, the government should legislate "as soon as practicable", the committee says.

It wanted the FA to restructure its main board to assert its independence, overhaul the FA Council to make it more representative, introduce tough new rules on financial regulation, and increase the influence of supporters on how their clubs were run.

fifa rules are very clear on the issue of their being no government interference in the governance of football. Penalties can be quite severe.

The imbalance in both financial and political (note small P) terms between the prem and league is bloody ridiculous.

But I doubt the threat will achieve very much.

It all sounds great, what with strict financial oversight and greater fan involvement, but I can't help feeling that the sickness of the modern game is just too deeply entrenched to be swept away. The billions of pounds, the intense tribalism, the cronyism, nepotism and corruption, these things won't be easily overcome. Add to that that the government hardly has a stellar record when it goes sticking its nose in to things it knows little or nothing about and has such a vested interest in the tax revenues.

Not sure it is the governments job to do this though.

Agreed, admission prices definitely need lowering, it's out of control.

Although, I can't see the government getting involved, as football must bring in millions of pounds to the exchequer ?

Clubs like Chelski, Man City and even us, with foreign owners, must bring in loads of new cash to the country !!

Obviously a load goes out, with the foreign players in our game, but hopefully they pay their fair share of income tax ?

Clive Anderson's rundown is a pretty accurate reflection of my thoughts too, but would also add one - share the gate money. that was one of the first things the abandoned when the premiership was first banded about and the FL wanted to retain control. It allows those with large stadia to generate cash at the expense of everyone else. It should be shared as it is in the cup matches.

Why stop now, just when I'm hating it

The stupid thing is that it is actually in the larger teams interests long term to have a more level playing field, because more competition generates more interest in the league and more money for everyone.

Look at Scotland since Rangers and Celtic have used their finances to dominate. It went from being a very competitive league that had regular success in Europe to a two horse race (currently one horse) where even the winners can't really be bothered.

Same problem in Italy where 3 teams dominate and attendances have been falling across the country for decades.

Same problem in Italy where 3 teams dominate and attendances have been falling across the country for decades.

totally agree.

I don't mind the bigger teams winning in general, just not the same teams over and over again every season.

I would propose a salary cap per club of 40% of their income.

Also the top teams would have their salary capped at 50% more than the league average salary spend.

So Chelsea would be able to spend more than other teams, but not 3-4 times as much which is ridiculous.

Now I've always been told that footballers get paid such exorbitant salaries because their potential 'earning' years are limited — probably average 15 years, occasionally 20. So they get paid these salaries because they can only work for 15-20 years so they need to make a nice crust so that they can have a 'pleasant' retirement.
So us mere mortals need to work about 45 years (assuming we start around age 20) in order to get our pension and relax for a few years before the grim reaper escorts us on our way.
So going by this information then professional footballers should make in 15 years what the average Joe makes in 45 years. So if we do the maths then say average salary over the 45 years is probably 50k, so over our lifetime of working we will make 2,250,000. Now for a footballer to make that figure over 15 years he will need to make 150,000 per year or just under 3,000 per week. Now we all know that (most) footballers have got some god-given talent and they probably deserve to get a bit more because they do keep us entertained, so lets be generous and quadruple that weekly figure.
12,000 per week (sounds very generous to me) maximum.
Now of course if they want to advertise razor blades or deodorant or hair gel or open up a pub, restaurant or design their own clothes range then good luck to them, I would be more than happy to see them earn a bit more through good honest enterprise.

Not hard really, just an honest weekly wage for an honest few hours work.

Tell FIFA to take a hike.

They'd look like a right bunch of c@nts for banning the inventors of the game for trying to sort things out.

UEFA wouldn't want the English teams out of Europe despite all their bleatings (although I think long term it would actually do the English game a lot of good as the FA and League Cups would become more important again).

Wasn't the Taylor Report government interference though?

No chance whatsoever of the current government passing any legislation that inteferes with 'free trade' their concept of success in business is greed, greed and yet more greed, the Prem is a shining example.

There is only one way things will change and that is for people to stop buying the product, more chance of us getting into Europe this season than Sky etc having their subscriptions being cancelled by the masses.

The gravy train is well on its way, the Prem clubs getting an ever bigger chunk from next season and we think players salaries are at a ridiculus level now, there may be a nashing of the teeth on the terraces at what is being spent by clubs but who really cares, with the hype surrounding the game plenty of those willing to part with their hard earned to not miss out on the next installment of the multi millionaires fc v the multi millionaires fc.

Fell out of love with the game a while back, my only interest now is QPR, virtually the only other games I take a passing interest in are those I may have a wager on and refuse as a point of principal to pay Murdoch and his mob their rip off fees, besides plenty of places to watch our QPR for free whilst were in the Prem

To reduce salries, one way would be to pay a basic of say £10k a week and the rest in bonuses, extra money for points, goals, clean sheets etc, our wage bill would be bloody low so far this season and maybe wouldn't feel so cheated by some of our players.

I cannot see very many aspects of the game that would benefit by legislation, except for one.

If a football club gets into financial difficulties the football creditors take precedence over everybody else. Stop that one item and it would force the clubs to think a bit longer and harder about paying excessive transfer fees and excessive wages.

Everything else is supply and demand.
