It’s all flags from being tied to public infrastructure, which seems sensible.
They do need to make sue all flags in these places are taken down so there’s no favouritism. They certainly isn’t a law specific to English or Union Jack flags.

I went there about 25 years ago, I ventured up from deepest darkest west wales to London to stay with a few mates who lived there.
The place was heaving and there lots of people enjoying themselves, dancing, partying and eating and drinking Caribbean food that was being sold be street hawkers etc etc. it was very good natured tbh and I didn’t see any trouble, the only illegal act I saw was a massive bloke who was built like a brick …. house walking around with a chunk of cannabis resin in the palm of his hand offering it to punters.
In the evening, one of the my mates wanted to go and see one of the artists at free concert that was taking place, so off we trotted to some rap or grime event. It was awful, I’d never heard such bilge. ( I was hoping for some SKA or calypso music 🙈😀) Again, I didn’t see any trouble, but as evening was closing in I developed a feeling of uneasiness and wanted to get out of there pdq.
One of my mates would have stayed there all night, the other one felt a bit like I did. My feelings of uneasiness may have been misinformed and shaped by the fact I came from a predominantly white area and was now out of my comfort zone in central London, but I did sense an edge in the evening. It’s not somewhere I’d go back to.

I've only been to the Monday event once, I didn't like it to be honest it was too busy and really loud. I've been to the Sunday once too. Considering how crowded it was it seemed really quite safe. I'll be honest, it may well be in the wrong place now.
Notting Hill has changed more than the carnival.

I have been there . Every street food you can imagine on sale . Lots of small groups of Afro Carribeans . Loud and typically west Indian. Went with an ex girlfriend many years ago who unbeknownst to her but not to me was being followed by an arab looking gentleman . All part of lifes rich tapestry I suppose. Would I go back ? Probably not .
To top it off I picked up a parking ticket despite the roads being blocked off for the festival and forcing me to park in a restricted area. | | | |

I've never deliberately attended but went for some Caribbean food on the fringes once many years ago. Having lived and worked in West London for 12 years it's hard to not be affected by its presence each year. It was an almighty pain in the arse if you were scheduled to work on any of those days. Having said that so was Wimbledon if you lived in the Putney/Southfields area so it's all relative.
Even in my liberal carefree youth we attended loads of free festivals, gigs, raves etc in an around London but always gave Carnival a wide berth and this was a diverse social group of mostly Londoners born and bred - it has always been a controversial and edgy event. Heard plenty of individual horror stories that never made the news from BAME work colleagues. You don't need a weatherman to know which way the wind blows as someone once sang.
