I assume it's got to mean hard in the sense of who you wouldn't want to pick a fight with. Playing with a bad injury shows toughness and resilience, but doesn't necessarily make someone hard in that sense of the word. Otherwise you'd be calling marathon runners and cyclists hard men. In reality, quite difficult to ascertain just from watching a football match. It's easy to act hard on the field when you have all those refs and cameras to protect people. Might be a different story with nobody around. It's gonna be the defenders in almost every team generally, innit? At least in the old days.
