I was going to agree with you, given its an award by a French Football publication, but just had a quick look and Ronaldo won it in 2008 when at Man Utd. Since 2016 its been won by either Real or Barca players all but once (the sole exception being last year when Messi won it for PSG). Difficult to argue that anyone was better than Messi or Ronaldo, but quite notable that there has generally been a low showing of Prem players in the top 3. You'll be happy then that number 2 and 3 this year were Mane and De Bruyne.

Cannavaro won it one year after they won the world cup (2006), Modric won it a few years ago as welll but it's normally attacking players
