The Football Association (FA) has designed new Governing Body Endorsement (GBE) criteria for international player visas that will provide clubs with greater access to overseas talent.
The new solution, which has been approved by the Home Office in the UK, will allow clubs playing in the English league the ability to sign a number of players who do not meet the current points requirements, which is 15.
A maximum of four players who did not previously fit the criteria — based on factors like league ‘quality’ and domestic minutes — will be available to Premier League and Championship clubs, and two for League One and League Two teams.

FA chief executive Mark Bullingham said: “As English football’s governing body, we oversee the whole football ecosystem, and we wanted to create a new model which would meet the different objectives of our football stakeholders.
“We worked closely with the clubs and the leagues, and have designed a progressive solution which will give clubs additional access to international talent and incentivise playing opportunities for English talent.”
The FA added that the Premier League and EFL had “committed” to work with them “on improving the pathway for talented English youngsters,” and that the outcomes of both the changes to the GBE system and improvements to the development pathway would be kept under review. The FA added that could mean increasing the number of places allowed per club should both be successful.
Following Britain’s departure from the European Union, the introduction of a Governing Body Endorsement (GBE) system in January 2021 heavily affected who could be recruited from outside the UK. Teams were no longer free to take talents from Europe under the age of 18 and a points calculation decided if a deal could proceed.
From the £1.9billion spent by Premier League clubs last summer, 62 per cent of the money ended up outside the English system and much of it would have been inflated by the restricted talent pool.
That was viewed by many as not only placing English sides at a disadvantage in the market but also potentially depriving the pyramid of money desperately needed.
Premier League clubs had indicated unanimous support for relaxing the rules and the subject was raised — but not voted on — at the meeting of representatives from all 20 top-flight sides on September 21 last year.
The new criteria is now effective with the opening of the summer transfer window. | | | |
