I don't think it's a given that Fulham will want him back if they are relegated (which now looks highly likely). They will want to keep as much of their Premier League squad together to mount a Championship challenge. Johansen obviously didn't feature in their plans this season so I'm not convinced he will be part of their plans next season, even in the Championship. The main bar to QPR signing him will be wages, pure and simple.

He was a mainstay of Fulham's CM last season. That and his form with us will make him a very attractive proposition for Fulham in the Championship next season.

Not as attractive as his sister obviously.
