I know they’ve changed the rules for the FA cup so players are no longer cup tied so I assume the same applies in the League Cup.

Exactly this. Work on the basis a player will move to a big club for big money in January so allow him to be available for cup ties for his new club. No great surprise to see four big and rich clubs in the league cup semi final.

This new ruling also helps get more results like Man City 8 Salford 0 and Man City 10 Exeter 1. Still at least Pep does play strong sides in the cups and doesn't tolerate being four up at half time and then putting the cue on the rack. The magic of the FA Cup seeing City pummelling a league 2 team at the Etihad. I bet Salford were impressed to see they are away to City again so will probably be happy to lose to Swindon now to avoid a repeat.
