It's the legal standard that applies in civil and non-judicial proceedings, so it would be overly-burdensome and unfair for football to be required to operate to the higher legal standard of, beyond reasonable doubt.

It's the threshold of evidence for all civil litigation in England & Wales. It would be absurd for the higher criminal case threshold to apply in football disciplinary process because the penalties don't justify it.
