You can't automatically relegate them because the Prem and the EFL are separate beings - EFL doesn't have to accept them. But you can deduct them enough points to effectively be relegated and given the punishments handed down to Forest and Everton etc for so-called 'minor breaches' he'd expect it to be 60-100 point range.
